I had the same issue with my high beem indicator light. Swaped out the buld with a new one and still did not work. I was puzzeled so I tested the bulbs for continuity and they both were good. I ended up tracking the problem down to the bad conection in the block that hold the bulb. I carefully pulled off the block to investigate and found that the pin from the circiut board was bent (for some reason) and did not properly contact one of the bulb pins. Streightened it out and put the block back on and...I saw the light.
