yes, I believe that is correct. Seems to me it should be the other way though........that it would be easier to have the bushing that sticks through the hole in the frame on the rod first, and stuck through the hole first, so the other bushing is easier to put on over the already-through-the-hole bushing. But as you describe is correct I believe. seems it would not make any difference to me, which way they go, but I try to keep these sorts of things 'as factory' as much as possible.
