That's the governor's cover, and it uses an o-ring for seal. The o-ring ( VW part # 003 325 381, 90x3 mm) I think comes with the trans rebuild kit, and it can be easily replaced. Just don't remove the governor. When you do get to replace the o-ring, use a little grease or vaseline to lubricate it before you reinstall the round cover. Hope this helps you.
