I said 'rhetorical' question. :)

So if we take Joel's four highest numbers and divide by population: CA = 1.4 x 10^-5 Vanagons/Person FL = 0.5 x 10^-5 V/P OR = 2.6 x 10^-5 V/P WA = 1.8 x 10^-5 V/P

And the winner is Oregon! By Unca Joel's list, the highest density of Vanagons per person is in the state of Oregon where there are 2.6 Vanagons per 10,000 people. :)
