the 85 1.9 engine should fit onto the 84 1.9 waterboxer wiring harness just fine.

there are only 3 areas that could be different at all, that I can think of anyway ......... one is the power steering pressure switch that an 85 uses, but the 84 doesn't - it won't matter at all not having that.

also,. vacuum switching valve or valves in the right front corner of the engine compartment, whether you have those or not, won't make any difference to the 85 engine. I'm not sure, but it seems that I have seen the later type two prong wire connector on some 1.9 waterboxer harnesses for the throttle switches , , rather than the 4 single wires and connectors that go to the 84 throttle body switches. If you need to, you just put the 84 throttle body and switches on the 85 engine. But basically a bolt-in. The 85 has an improved distributor cap and coil and plug wires - a better type connector on the end of the spark plug wires - where there is a small post in the distributor cap, and in the coil - I always use those, which the 85 engine should have, and the coil that was used with it would also have that improved plug wire system.
