There used to be one on the market called Hoop Supremacy, I think by Graber.  Probably long out of production.  This may be the one you recall.  Might be one still made like this by a different manufacturer.  I'd check RV shops.  They might still be selling something like this to the big rigs.   Stephen

I hope someone might know where to look for one of those front bumper mounted bike racks you see around town occasionally. The ones that clamp onto the bumper, then there is an upside-down U-shaped piece of metal that has a prong for two bikes up just below the windshield. I don't like having my bikes on a rack mounted onto the rear hatch, makes it too hard to get access inside. And I'm too cheap to buy a hitch and rack that swings out of the way in the rear.
