First, panel plug differences I can see ('83 first, then '82): Turn light -- same, pin 14 ALT light -- same, pin 13 Glow plug light -- different, pin 11 vs 12 -- on the '83 pin 12 goes nowhere, ends under the dash. On the '82 pin 11 unaccounted for. Oil light -- same, pin 10 +12 supply to panel -- same, pin 9 Fuel gauge -- same, pin 8 Clock -- same, pin 7 Temp gauge -- same, pin 6 Panel ground -- same, pin 5 High beam light -- same, pin 4 Panel illumination -- same, pin 3 Flasher warning light (in switch) -- same, pin 2, goes to panel ground. Can't find pin 1...

So first of all, your glow plug light should have stopped working. Did it? and how did you fix?

For the turn signal -- I'm assuming that turn signals and flashers work normally, yes?

Unplug the 14-pin plug from the panel. Turn on ignition and use a test light to verify +12 on pin 14. If no, go to next step. If yes, activate turn signal and verify that test light blinks. If yes, stop; your problem is inside the panel or at the connector.

Probe pin 49a of the flasher relay (first one in the fuse/relay panel) with your test light. Or it may be easier to probe all three pins with turn signal operating. One pin should be dark, one should be bright, and one (49a) should be flashing. If yes, then your problem is in the pin 49a double-crimp connection or the skinny blue/red wire between there and pin 14 of the panel plug. If no, then your turn signals should not be operating and we'll have to start again.
