I've been thinking along similar lines.  Although mine might be a heavy-duty plywood version, and would be piano-hinged on the long axis to tilt down for access to the inside.  Would construct "compartments" or some hold-down ties or brackets so that everything wouldn't spill out when opened.  When closed, there would be a perimeter rubber gasket to keep out dirt and water spray.  Contents would mostly be those for those larger awkward things (kayak paddles, beach umbrella, inflateable kayak) you don't want to keep in the interior; also, maybe a good location for a can of gasoline or campstove fuel (which I currently carry inside the van...not smart, I know).  Would also add some latches of course, and probably a lock of some kind.  The whole thing would be painted flat-black for looks and to not draw unwanted attention.  If it worked out, might make a second one for the driver side, since mine is a GL and not a Westy and the space is wide open.

I am currently working on a project with another vanagon buddy, to build a metal
storage box that will bolt under the van along the sliding door area. 

We are looking at a metal box that would be about as deep as the lowest part of
the van in this area to not high center on the box. We are considering cutting a
hole or a couple holes in the floor area to access the storage box. 

Any experiences, ideas, thoughts?
