I would disagree, most propane tanks rush at some point due the constant condensation and you repaint. I've got a one year old tank from Manchester that's already show sighs of rust at the seams.

I know my local LP guy might turn away a poorly painted tank if it doesn't look safe but I think the judgement is left to the shop.

I have a used refurbed propane tank for sale on eBay. I bought a new one, but didn't want the old one to go to the dump, so it's for sale. I sanded it and repainted it - put on a new intake valve and a new regulator. I was planning on reusing it, but the wife said she rather pay the money for a new one rather than guess whether my refurbed one would work. So it's for sale - I haven't leak tested it - and the local propane tank shop wouldn't go near it. So I'm not trying to make money, but just trying to find someone who knows these tanks and feels comfortable working with a used one. If you're interested, it should show up in eBay with a "vanagon and propane" search.
