My personal experience is that the only time the propane dealer questioned the tank I was asking them to fill was when they noticed that "the tag" (welded-on) was not present. They used to be corner-welded, then later welded all the way around the border of the badge. The earlier iterations would then rust off and trying to refinish and use those tanks could have some trouble at stations. Having said that, I know a few people personally/currently who are using refinished tanks without the badge and have had no trouble getting them filled. I think that's because of the long term relationship developed with that dealer. It's not the painting, it's the badge AFAIK.
