I second this recommendation.  We stayed at a couple of the Corps of Engineers campgrounds in PA last year (Tionesta was one) and they were nicely situated, well laid out and well appointed.  And cheap, as I recall.  Being less well known than state and national parks they may also be underutilized by comparison (less busy).

I can't think of any more cheap campgrounds....
