It isn't from prying. You can tell from the shape of the damage that what happened was the inner lip was hung up on one edge. The 2 small bolts were cranked down but didn't free it. Then the wheel was put on, a steel wheel I'd say, and it was torqued down, deforming that lip to the shapes of the wheel around the hole. Look at the marks left by the wheel.
