Either way, the issue was caused by a very poor mechanic, and I use that term loosely.

Ben, this damage is from someone either beating this drum off with a hammer (possibly the shop that is now advising replacing the drums) or some time in the past the hub was messed up by someone banging on the drum with a hammer to get it off. If the drum goes in flush I wouldn't worry about it. If you buy a new one and the hub is messed up they will have to grind the new drum center to make it work anyway.
