I would not sand the scratch out, I would fill it with spot putty and then sand, prime and paint. You might want to get one of those small guns or a preval spray for this. Be sure to ask your paint supplier for a chemically compatible system, and be sure you have the correct ratios and components for reducer, hardener, etc. I have them write it on the caps with a sharpie, and remember what goes with what product.
