Allen, I don't actually do it but they are tested and any bad components are replaced. Certain solder joints which are known to be bad from the factory are repaired and then they are tested in a Vanagon to be sure there are no DOA units. At one time I was getting these rebuilt by a company in California (which shall remain nameless). They have a "factory" and many people working for them. Out of four ECUs I got from them 2 were dead and one had the RPMs reading twice what it should. The fourth one worked though. Of the ones we rebuild our failure rate out of the box is zero because they are tested in a van. So we go above and beyond what other rebuilders do and also ours are cheaper by at least $100.
