My Graco baby seat is approved with for use with static manual lap belts, such as the ones in the rear of the Westy. I cinch the belt down tightly by putting the weight of my knee on the baby seat to compress the Westy seat foam. This results in a very steady and secure mount. I imagine you could install your central tether to supplement the seat belt. Look in your seat manual to see what applies.
