If your baby is still in an infant seat then assuming you have the usual (non-roller) lap belts in your Vanagon Westy you only need to use the lap belts to tie down the base. For the older kid booster type seat pictured on the gowesty site the third upper tie down prevents the seat from tipping forward. My '94 Eurovan Westy had this third upper tiedown factory installed, but it was only fastened to the bottom of the upper cabinet. The gowesty solution fastened directly in the frame would be much stronger.
