Subject:      Rusty Transmission, Remove the Rust or Not?

My engine is out of the van being rebuilt and I upon inspection I can
see the transmission is pretty rusty even though it was replaced a
couple of years ago. Its an upstate NY van.

My question to you all is should I take the rust off it and and spray
it with a rust inhibiting high temp primer and paint or just leave it
be?
