Not sure if this is the same in all regions, but around here the Premier service covers only one 200 mile tow per year - the rest are limited to 100 miles. The offer I got for it last year (which I accepted) was more like a $20 upcharge over Plus. It also stated that only longstanding AAA members were permitted to upgrade to Premier. (Not sure exactly what their criteria were.)
