I was able to retain the parking brake functions on my old VW Thing, by attaching little L-brackets to the center brake handle, which sat below the steering handles and lifted both sides when you pulled up. Unfortunately, the Vanagon uses a single brake cable right at the handle, so I don't see how this design could be incorporated.
