Here's a thought -- clear out the old mess and drill/tap oversize, thread aluminum rod to fit, install with red (stud-and-bearing) Loctite and cut off flush. Then drill/tap to correct size and location and install stud.

Or open it out and have a welder build it back up with weld metal?

Did you actually mean 7/16? That's 11+ mm. 5/16 is almost exactly 8 mm (7.9375), though of course the thread is different. If it really is 7/16, how about fill it with 7/16 threaded aluminum rod Loctited in as above, then clean out the remains of the old stud and proceed, with a Heli-coil or similar if necessary.
