VW` has always used Hella lights. The outer lights in the RSA grill are in the identical position to round lights in the earlier German vans. So just get some used H4s from Canada. The inner lights are I think H1s, that is, high-beam single-filament halogens. You could Google for South African VW dealers, get e-mail addresses from their websites and e-mail them... see who's willing to ship you a pair of lights and buckets.
