At first glance thought adjuster rod in backwards, but looks ok. (not sure if that's even possible) I don't think there's a difference between passenger and driver side bars. (i.e. in case you or PO got the mixed up) If not.... Are ends of adjuster rod seated? If so, maybe shoes need to be centered. If so.... Eyeball align shoes, crank out adjuster until drum *just* fits. With drums on, all brake parts assembled, and hopefully not too much air in system, push on the brake pedal a few times. This should center shoes likely bringing adjuster closer to hole.
