Aaron, 97.4-5 will show you how to read the schematics*, and 97.60ff has the schematic for the '85s.

*except that the pre-'86 schematics do not dedicate the upper section to the fuse/relay panel as shown on 97.4.

97.64, current track 69 shows fuse S8 -- as you can see it feeds the cigarette lighter, the interior lights, and the brake lights.

Wiper, washer and front blower are all powered by S10 which in turn is fed by the X-contact relay that shuts all these off during cranking. See 97.66, tracks 96-105. Note that the blower draws 12 amps on high speed which may blow the fuse when the other stuff is running (notice the melted spot on the fuse cover over that fuse). It also overloads the switch -- so I recommend running a separate power circuit for the blower high-speed, controlling it with a relay fed from the high-speed position on the switch. That takes care of both problems.
