You have the wrong spring installed. The blue one toward the front of the vehicle is possibly jamming the adjuster notched wheel.

Those 2 blue springs come in a front and back. Upon close inspection you can see tell the difference, a mirror image. You are supposed to use one of each type per side. You have 2 of the same type on that side. The correct set will both hook from below. You may have done the same on the other side, using both of the other kind over there.

Also, why did you shim the shoes so much? If too much shim is used the lower part of the shoes will be too wide for the drum to fit over unless you set the adjuster too loose. NO shim is better than too much shim.
