But a pop rivet is going to have a hole all the way through the center that may or may not be sealed. So what am I missing?

Loren, IIRC a section of the center "shaft" of the pop rivet stays with the rivet. That's what goes "pop", that shaft breaking off to leave a sealed hole, full of rivet.
