Bernie,

Last year I had a similar issue where it would cut out on my, try to disconnect the oxygen sensor connector which on the left side of the engine. See if that helps at all.

Also on the ignition system there is a switch which you can see when you take the plastic collar off of the steering system, for me the switch was loose from years of the past owner having heavy keys I guess. The minute I pushed it back up into the place the cutting out and non-starting issues I had was gone. http://www.van-cafe.com/home/van/page_428_831/ignition_switch___electrical_portion.html

I think also checking the connection to your idle stabilizer might be in order while your checking plug caps are on tight with good connection to the rotor.

Disclaimer...I am no mechanic, have very basic understanding of the vanagon but over the last 3 years these are all issues that I faced. So give it look over.
