Bernie, this is a common problem with the 1.9l Vanagons. Many times it
is due to a vacuum leak of some kind. Here is a test. You will see a
small green or black box on the engine bay firewall to the left near the
coil. It will have two round shaped plugs hooked into it. With the van
off unplug these two plugs from the idle control unit and plug them into
each other. Now start and run the van. If the idle is still
fluctuating then you definitely have a vacuum leak or a vacuum related
problem. If the idle is stable then you either have a bad Idle Control
Unit (that little box that you unhooked the plugs from) or maybe a
poorly adjusted throttle switch. I have the new ICUs in stock if you
find you need one. Let me know if I can help you further.
