Those are the ones that light up in different colors. Most home stereos, VCRs, DVD players etc. have them, and they've been showing up in car stereos recently. They have heater filaments similar to vacuum tubes, though they don't run as hot. These emit electrons that can be drawn to one section or another, causing the coating there to fluoresce brilliantly.

The panel clock draws something like 20 milliamps or less.
