Perhaps it is a change in outside turbulence that causes it to blow out with the driver window open when it stays lit with the window up. Have you tried the passenger window instead to see what the effect is?

With the outer plates of the vent off you should be able to use a piece of hose or something to blow into one hole with your mouth while blocking the other hole with you finger. That might give you an idea of how much leakage there is if any.
