You should try Quick 'N Easy Rain Gutter brackets and a pair of nice 2x4's of your own choosing of length. I believe Northwest River Supply still sells them or do a google search or find a used set on ebay. QNE also has pipe adapters for their brackets if you have to have the bar configuration, and they sell complete sets that are way cheaper than THule/ Yakima. I use 8 of the brackets for my HD rack to carry kayaks and anything else that needs transporting, but I don't have a Westy top to deal with..

Most electrical conduit I've seen wouldn't make much of a roof rack.
