Here is a link to a Samba thread with instructions how to make a bypass harness to test the wiring of the FI system. I have used it a few times now and it has cut the time needed to diagnose down to minutes once you have built the harness. Credit goes to Mark D. on this one. Other than a DigiTool, this bypass harness is the second best diagnosis tool for the Vanagon.

You would need to understand how the fuel pump is triggered. Could be a faulty relay, ECU or input signal to the ECU. Or wiring. I know that doesn't help much, maybe somebody who has experienced this and solved it will jump in with a more concise answer soon.

Just an observation but it seems that Robert has a legitimate question and his post has sort of been hi-jacked. I'm curious to se what others say about his pre-start double cycling of his fuel pump.
