I'm thinking it has to be an air leak in fuel lines or junctions.

Here's an idea of the top of my head: Unhook fuel line at injection pump and at fuel tank. Try to gravity feed fuel backwards. (I hope there isn't a back stop valve in the fuel filter. I don't know. Maybe someone on the list knows?)

Now if fuel can go backwards, the line is not plugged. Now plug the fuel tank end, with the gravity feed still connected to the engine end. If the leak is big enough, you should be able to see the Diesel dripping.

In terms of the small cloth covered fuel hoses between the injectors and pump, just replace these. If the car is old they tend to break, and they will also cause difficult starting.

IMHO it is not difficult to maintain these Diesels; There are many more people on the list who have diesels and can give advice, and there are probably specialized lists/yahoo groups for the various VW diesel cars also.
