My 1987 Wolfsburg 2.1L automatic just failed the AZ emissions test for the first time. It failed on Nitrogen Oxide which was twice the limit (5.65 grams/mile compared to 2.5 max limit). It passed on hydrocarbons and carbon monoxide by a wide margin. There is only one VW specialist in the Phoenix area that I know of 'Karls Kustom' in Mesa. I called them and the first words out of their mouth were 'it probably needs a new catalytic converter'. I do know the van has had little or no maintenance during the last 8 years, prior to which the engine and trans were completely rebuilt. I drive it probably less than 2000 miles a year. I'm under time pressure because the registration expires at the end of the month and it cannot be registered until it passes emissions. Any advice appreciated.
