I disagree. It seems as though it is the same legislated fleet overturn that CA has started, but cloaked as something responsible and friendly to citizens and the environment. If you are one of the folks that can appreciate how much more energy, emissions, and resources are saved by pre-cycling used car parts(esp engines, like from salvage yards etc) the other important piece of info about this bill is that the engine must be scrapped, and cannot be recycled or sold(as other than scrap metal, which is energy intensive and energy negative for engines). Sound like CA? Sure does to me.... but it affects me directly more than the average listgoer ha... damn, it appears they're on to us... anyhow it looks to me sort of like another pseudo-subsidy for the dinosaurs and old guard of the auto industry, under the guise of both social and environmental responsibility. Good thing it's only a year long, this time.

Hang in there big guys, your sales are all going to come back, everyone is going to buy your cars, you'll reach super-scale-production once again to capitalize on the last 15 years of investment in nothing but super-scale production efficiencies, lobbying, and awarding yourselves for innovation and... just kidding.
