I imagine it's the same -- the pump (at a given voltage) shoves the same volume of fuel through the system whether or not the engine is using some of it, because in all cases most of it flows through the pressure regulator back to the tank.

If anything, flow would be reduced when the engine is working, since MAP would rise causing a corresponding rise in regulated fuel pressure.
