Horn and backup lights are on fuse S12, nothing else. Horn is live all the time, operates when you ground it through the horn ring.

Directional front and rear both? If so that implies a supply problem, as they have separate grounds.

If not, check to see if running light goes out when you apply the brakes -- if so, it's a bad ground to the fixture, and the running light is grounding through the brake light.
