IF noise is FP cavitation, my understanding is that it happens at *suction* side of pump. (Tank outlet ID too small+pre pump filter, clogs, and/or (IMO), some kind of design change between the OEM tank and a lesser $ after market tank)

FP noise could also be a wearing out, or worn out, pump.

Davids comment about the resistor rang a bell with me. Check the large cavitation thread over on The Samba. Maybe this info is in the Vanagon archives too.
