For what it's worth, my owner's manual ('89) doesn't distinguish between alloy and steel wheels. It specifies 123 lb ft or 17 kg m. But there's a sticker on the bottom edge of the rear hatch that says not to lubricate the nuts/bolts for alloy wheels.
