The tach doesn't have any relationship to the speed sensor. That said it could be that if you are using a VSS simulator and the wiring was misconnected the tach could be reading the VSS signal. I have a '95 EJ22 from an automatic equipped Impreza in my van and used a Parnham VSS simulator. It cured a couple of annoying issues - erratic idle and random cut outs at highway speed.
