Assuming the heating system is working, I'm pretty sure it's just the fan in the engine bay that pushes hot air to the heat exchange box etc. But.... the added "fresh air fan" is useful for sure for bringing fresh air into the vehicle.

If you have one, the Haynes air cooled manual offers an explanation of how the older design (w/o fan) and newer design work. It also shows how the controls should be set up.

One really useful repair (if needed) is to "reseal" the flaps inside the box. This way air flow can be controlled. My '81 had little or no foam left on the flaps. A lot of fresh air would come in w/o any control over it. Not comfortable in the winter.
