This product is excellent. Forever Black. It is a dye whereas many of the others such as "Mother's Back to Black" are basically silicone surface treatment. This stuff really spruces up the van very nicely. Doesn't work so well on non-porous surfaces, but in contrast I used it on the housing for the power mirrors with very good results. Didn't work so well on windshield wiper arms, the paint isn't porous enough. Excellent for all rubber items.

It should work very well on tires, but you may need a lot of it, but on the other hand a tiny bit goes very far, works with just a very light coat.

The other thing you could try is a tire cleaner, I don't have it anymore, got it from my dad, can't remember the brand. It is some fairly caustic stuff, almost like it has lye in it, that removes all the browning. I used it on another car, all the browning came right off, keep a hose handy so it doesn't sit too long on the wheels. But the tires got real clean and black.
