Whence comes this feeling? Frankly it's pretty unlikely. The ordinary place for it to short is at the end, where a bit of the shielding might accidentally touch the center lead especially if someone weren't aware it was shielded. Otherwise, unless there's obvious physical damage or crimping of the green shell I'd put it about last place as a possibility. Do you have voltage measurements supporting the idea?

Just wait until the next trucker with a kilowatt CB drives up alongside and keys the mike...however, VW shielded the part that's very near the high-voltage wires and left the rest alone. Knowing that VW never spent a nickel unnecessarily, I'd be inclined to use at least as much shielding as they did.

But seriously, I very much doubt there's a problem internal to the green wire.
