Eh? I've been an Easterner all my life, and I've never found the safety inspections onerous. I've had cars in Maryland, Florida, Maine, Massachusetts and Rhode Island. They've all wanted to make sure that the wheels were likely to stay on and the brakes and handbrake and lights and wipers worked; that there wasn't more than an inch and a half play in the steering (!) and suchlike. Some of them have frowned upon holes in the body, some not. Seems perfectly reasonable to me.

In Kittery, ME back in the '70s we went to Pierce's gas station if the car actually worked right; or to the Plymouth dealer if we just wanted a sticker any old way...they eventually closed after some other shenannigans were discovered. Pierce's is still open. Dunno if they still do inspections.
