A long shot, but any chance your crankcase is full of oil/gas?

The 1.9 parts Vanagon I got had this. PO thought engine was "seized". But..... I drained the oil/gas, new cheap oil/filter, run short time, then new good oil/filter. Ran fine. Turns out the fuel pressure regulator had gone south.
