When I moved to CA in 1990 I brought a couple of cars -- my recollection is that I had to pay a hefty fee ($600?) to register my Fiat because it was Fed & not CA emissions but did not have to pay that fee on my 84 Westy which was originally titled in Indiana.

Just my experience so you will want to hear from others of course.

OTOH, does it matter? Years later a court ruled that fee on the Fiat was not legal and California had to give me my money back. That was sweet. Both cars have always met emissions w/o difficulty.
