I'd carefully pop the top off the AirFlow Meter (AFM), it's held on
with silicone. On older cars, the resistance track can get worn in
spots, causing problems only at certain levels of airflow. If that's
it, you can loosen the screws which hold the resistance board on, and
move it slightly toward or away from the wiper pivot, whichever way you
can move it most. That allows the wiper to run across a fresh patch.

(do _not_ try to adjust it as described on that page - that's a "last
resort" thing for problems different than yours)

I put the top back on mine using Hylomar, which is a non-hardening
sealant. Seals well, but makes it easy to remove the cover if the need
arises.
