re "When you pull back on the level it would not click to engage, you had to hold it in place." ........ not intending to be offensive or anything .......but are you sure the headlights were on when you did that ? If the headlights are off, the high beam stalk will act as you describe. Both ignition and headlights have to be on, to cycle back and forth between low and high beams. if either are off, it'll act as you describe.
