I wouldn't think the expansion tanks are involved , except at the lower end of their hoses where they go to the tank. ( but you never quite know until it's finally fixed , and these vans are getting old )

I have seen or read about several cases of 'drop the tank and install all new grommets' and it still leaks or smells when filled. Things that pop to mind that could be out of place :

There's the 3 vent hole grommets on top of the tank.. there's the sender o-ring .......a twist to lock thing that wouldn't be too hard to let the o-ring slip out of place, there's the filler neck grommet on the side. and there's the plastic Y fittings in the main vent tube across the top of the tank - those just love to break. They get old and brittle, you look at them funny, and they break - or they are not in place correctly. perhaps yours are new, but it's a hard job to do right, no matter how you do it. It's quite a 'curse' type car repair job. I have a local vanagon guy near me who won't do them even. He ought to do a syncro gas tank sometime ! lol.

One thing is for sure : "It's a blockage or leakage of fluids or electrons.' It *always* is.
