I recently found an "oil" type product that can be sprayed into hard to get spots. It's not only a lube, but a rust preventitive/killer as well. (so it claims) Pretty sure it's this stuff or this I'm sure there's an equal product in the US. A stop gap at best, but if too hard to get at with the sandpaper/wire brush etc., this may work.
